A hindrance register records each event that stops or slows work, from the day it starts to the day it is removed, with the activities affected and the communication that reported it. Record hindrances at the time, keep overlapping periods visible, and agree the entries with the engineer or client representative as you go.

What is a hindrance register?

A hindrance register is a running record of events that prevent or delay the contractor’s work, such as drawings awaited, a site not handed over, a client decision pending or a material the client was to supply. Many Indian contracts, particularly public works contracts, expect such a record, and a later request for an extension of time usually depends on entries made when the hindrance happened. Your contract decides the exact form and procedure; this guide is not legal or contractual advice.

A worked example of overlapping hindrances

Illustrative example: hindrance H-03, structural drawings for the staircase awaited, runs from 1 to 10 March. Hindrance H-04, site access to the same area restricted, runs from 6 to 15 March. Counting both days inclusively, each is 10 days, but 6 to 10 March is counted in both. The overlap is 5 days, so the combined net period for that work is 15 days, not 20. Whether and how a hindrance affects the completion date depends on the programme and the contract, so treat the net period as an input to the extension-of-time assessment, not its result.

Write entries that can be checked later

  • Name the exact drawing, decision, area or material, not “client delay”.
  • Record the date it started on that day, not at the end of the month.
  • Reference the letter, email or meeting minute that reported it.
  • Link the hindrance to the activities and locations it affected.
  • Enter the removal date only when work can actually resume.

Connect the register to daily reports

A hindrance noticed by the site supervisor should appear in that day’s DPR with a reference to the register entry. The daily reports then show the hindrance continuing, and the weekly report lists it until it is removed. Records that agree with each other are easier to rely on than a register reconstructed at the end of the job.
